From 1 January 2026, master's and doctoral students at public designated learning institutions no longer need a Provincial or Territorial Attestation Letter and sit outside the national cap. Most college and undergraduate applicants still need one, and without it the application is returned unprocessed. The Student Direct Stream has closed, so all applicants now go through regular processing.

Quebec sets its own requirements and its own proof-of-funds thresholds, and also requires a CAQ in addition to the federal study permit. Provincial health coverage differs by province, and in several you must buy private insurance for your first months. Confirm current figures on canada.ca before you move money.
Graduate applicants have the most room here, since assistantships often cover more than any scholarship will.
